Oojao Image Editor is a powerful and free photo editor designed for Android. It supports cool effects, multiple projects/tabs and layers.
This app is ad-supported to keep it free, but ads are not annoying and can be quickly closed or temporarily turned off in Settings. And there are no ads while editing!
You can do all the usual canvas or free layer manipulation such as resize, crop, drawing, erase, draw shapes, bucket fill, select, copy, paste, delete, move, align, rotate, flip and more.
Adjust brightness, contrast and saturation with filters or apply effects such as sharpen, blur, bump, shadow and many more. Undo and redo are available, and you can also save a set of actions and presets to re-apply them later.
Save your work with layers so you can continue editing later.

The best editor for what I wanna use it for, but I've noticed weird issues. Don't know if this is an android issue, but trying to open files tends to result in no files showing whatsoever until I try a few times. Another is that on reopen it will forcibly hide all layers (it doesn't say they're hidden but they can't be seen), and trying to reopen gives me a Permission Denial message for "ACTION_OPEN_DOCUMENT". Don't know if these are issues on my end or not but I can't seem to fix them myself.

Outright the Best image editor on android. Have used most of the image editors available. All are just makeup, filter and sticker adders. With a hint of limited drawing. This has way more advanced options and all the basic features that have been on pcs since the 90s. For example the colour dropper so you can match the colour perfectly. Or the layers that you can add etc. Those are essential features that no other apps seem to have, It's also very user friendly. Overall fantastic app.

Didn't expect much from this one, but I was pleasantly surprised. Has a good set of features, without an overly-complicated interface. When adding text to an image, you can choose from fonts saved files on your device, in addition to the ones it comes with. Such a neat, simple little feature but I've never seen any other app offer it. You can watch a 30 second add to get a week ad-free. That's very fair, and impressed me enough that I won't pirate this... Not that I would normally, of course...
